Running Access Manager, also known as Field Level Security (FLS), is a required step after performing an upgrade in any org. This ensures all relevant profiles have, at minimum, "Read" permissions for any new fields added in the upgrade. Without running Access Manager, staff and portal users run the risk of encountering errors on pages with fields they don't have permission to see.
